Born in Málaga in 1974, he has held the position of Deputy Minister of Development, Infrastructure, and Territorial Planning since December 1, 2020. His professional career began as an engineer in the construction sector, developing road, water, and building infrastructure in Málaga, Marbella, and Seville. He has also worked as a technical advisor for the Mobility Department of Málaga City Council, collaborating in the development of mobility and transportation studies.
In 2002, he founded his own consulting firm, with which he has carried out significant projects and construction management in the engineering sector, in the areas of planning, urban planning, roads, water works, and mobility, specializing in the transportation and urban mobility sectors. In February 2019, he was appointed Director General of Mobility for the Andalusian Regional Government, where he has strengthened the commitment to innovation in mobility and the promotion of public transport over private vehicles, highlighting the drive for Metropolitan Plans, the Public Transport Modernization Plan, and the Sustainable Mobility and Transport Strategy. He has also promoted major projects such as the expansion of the Málaga, Seville, and Granada metro lines and the launch of the Jaén and Alcalá de Guadaira trams, road platforms reserved for public transport. He also managed regular public transport services by road, metro, and tram.
