A graduate in Business Administration from ESIC-CEU University and a postgraduate in International Economy from François Rabelais University, he furthered his studies with a Master in International Business at CECO - Spanish Ministry of Industry, Trade and Tourism, an International Trade Master at ICADE Business School and an Executive MBA at IESE Business School. His training opened the door to his first position in 1990 as Technical Secretary of the Spanish Toy Manufacturers Association (AEFJ) and later as Permanent Representative to EC of the European Toy Association (TME). In 1997 he was appointed Director of CEAGA - Galician Automotive and Mobility Cluster Foundation, where he coordinated the implementation, strategy and development of the cluster. With the creation of the CTAG in 2001, he was appointed Chief Executive Officer and Board member, a position he still holds today. Since 2008, he has been a professor of the Master's Degree in Automotive Engineering at the University of Vigo. Luis Moreno is also the Regional President of the Spanish Automotive Engineers’ Association (STA/FISITA), a member of the Executive Committee of Business Factory Aero and member in various European platforms and initiatives such as ERTICO, ERTRAC, EPoSS, CCAM, EATA, GET2EXCEL, ITS and EIT.
