Theo Thuis studied Economic Geography and Regional Economics at Utrecht University and Vrije Universiteit Amsterdam. He began his career at the Regional Council of Den Bosch working on socio-economic policy—business-area planning, labour market policy and vocational education—and later focused on attracting inward investment from Asia and the US.
In the 1990s, Theo held senior roles at the Municipality of Maastricht, contributing to metropolitan infrastructure and urban development with an emphasis on integrated planning, renewal of disadvantaged neighbourhoods, and a city-centre strategy balancing heritage, accessibility and liveability.
Theo began his international career when he joined Q-Park in 2000 as a member of the Board of Directors in the role of COO. In that role, he led expansion in Germany, the UK and the Nordics and oversaw operations in 10 countries across more than 150 cities. He was also responsible for HR, real estate and facilities. He is now Managing Director, Innovation, where he launched PASS, Q-Park’s cloud-based platform, and is currently delivering a sustainable mobility-partner programme aiming to make Q-Park the preferred mobility-hub partner by 2030.
Within the European Parking Association, Theo first served on the Policy & Strategy Committee and, since 2019, as Chairman of the Scientific Committee, overseeing the content for EPA conferences and seminars.
Theo also holds several supervisory and advisory roles in education, urban development, real estate, business parks, start-ups, culture, and organisations supporting people with disabilities.
